Gateway 2 application decisions are gaining momentum, a positive sign of progress for the industry and an indication of reduced bottlenecks for projects stalled at Gateway 2.
As of 24 November, 272 decisions have been issued, bringing the total to 578 since 31 August 2025 – a significant improvement.
The regulator has reported a 73% approval rate, with many of these decisions made using the enhanced Approval with Requirements route.
The Building Safety Regulator (BSR) also revealed that 76% of all Gateway 2 decisions to 24 November related to London cases, equating to 206 determinations in the latest update period.
What Do Approvals Mean for Delivery Teams?
Teams receiving Gateway 2 approvals can improve project planning, gain clearer supply chain visibility, and achieve a market advantage over competitors who are still struggling with approvals.
As a result, specific projects will be able to advance more quickly to the construction phase and onwards to Gateway 3, at which point the next challenges arise.

The BSR has identified common reasons for rejection at Gateway 2, including missing or incomplete information, gaps in safety details, and submissions that do not fully meet legal requirements for higher-risk buildings.
A clear narrative from the initial design, structural, and fire strategies flowing through all the design decisions has been shown to be essential, all backed up by a full pack of supporting information and calculations. Teams that have succeeded with a fast passage through Gateway 2 are without exception well organised and detailed.
