The Health and Safety Executive recently introduced a new remediation improvement plan to accelerate high-rise building works. The latest data published by the Executive shows that the approval rate at Gateway 2 has risen to 67%, which has been driven by: increased decision-making capacity, improvements made from their pilot batching process for applications, and a stronger focus on existing remediation projects. This is a positive shift which shows that progress is being made, but approval remains far from guaranteed.

The latest BSR data highlights improved processing capacity supported by dedicated remediation teams and streamlined communication.
In addition, the introduction of ‘approval with requirements’ means that early site mobilisation is possible whilst technical issues are resolved. There have been 284 decisions made in the 12 weeks to 29th March, with 67% approved, meaning that 1 in 3 projects are still not approved first time.
So, despite system improvements, delays persist – why?

Misunderstood Technical Risks
Many technical risks in construction projects, such as wind uplift, are frequently misunderstood, which can result in overengineering. This can add complexity and slow down approvals unnecessarily.
Drainage & Waterproofing Gaps
Drainage remains a common challenge in remediation projects. Existing thresholds and build-ups can complicate compliance, particularly when integrating balcony decking systems, waterproofing layers and drainage strategies. Without a clearly defined approach early on, projects often face late-stage redesign and delays.
Structural Ambiguity
The BSR expects to see clear, defensible load paths with no reliance on assumptions. Common gaps in submissions are: movement allowance, fixing strategy and load classification.

- Simplify where possible. Reduce approval friction by using robust, proven approaches and avoiding solving non-existent problems
